Summary:
The Parliamentarian gives advice on parliamentary procedure, chairs the Bylaws Committee which reviews the bylaws and standing rules annually, submits revised Bylaws to State PTA for biannual review and manages the annual nominating process for Board positions. It is an appointed position, (not elected).
Calendar of Job Responsibilities: Bylaws Review
Early Fall through Spring
- Review the new annual State PTA Bylaws and distribute copies to all Board members for their review. (copies of these should arrive in late August or early September)
- Every other year the Bylaws must be updated to reflect our local unit’s practices and these changes must be approved by the State PTA. If this is such a year, a list of changes must be compiled by the Bylaws Committee (appointed by the President and chaired by the Parliamentarian) and presented to the Board for approval. Last update January 2007.
- Once approved by the Board, the Parliamentarian submits the changes to the State PTA via the District Parliamentarian. The State PTA will return them with comments and/or an approval signature. If the former, the bylaws must be changed to comply with State comments, approved by the Board once more, and resubmitted for approval. This process continues until the bylaws are approved by the State.
Calendar of Job Responsibilities: Nominating Process
January
- Begin recruiting members for Nominating Committee (3), both from within and outside the Board. Determine Board vacancies by end of January.
February
- Hold initial meeting of Nominating Committee. Elect Chairman.
- With the help of other Nominating Committee members contact potential candidates.
- Finalize (proposed) slate in time for March publication in Pink.
March
- Publish (proposed) slate of officers in Pink Section 30 days prior to April annual election meeting.
April
- Hold officer elections at April General Membership meeting. (Co-president will preside over election.) Sometimes the Parliamentarian will swear in the new officers after the election as well.
May
- Announce officers at Volunteer Appreciation Breakfast.
June
- Parliamentarian is “nominated” at first meeting of newly installed Executive Board.

The Parliamentarian should be familiar with Robert’s Rules of Order in order to offer advice about parliamentary procedure.

The principal serves on the Nominating Committee in an advisory capacity. She/he can help identify potential candidates and support recruiting efforts.
